摘要
随着近年来我国中小企业数量的激增，中小企业由于企业管理水平、企业规模、经济实力、市场核心竞争力等各方面缺陷的存在和影响导致中小企业发展面临着很多的问题，特别是随着近年来我国对外开放的深度和广度越来越大，在面对国外企业竞争威胁的同时，也面临着国内市场经济结构改革的影响。在这种大的环境背景下，中小企业生产经营中存在的发展问题与企业发展需求矛盾越来越突出，其中最为重要的，也必须解决的问题就是企业安全生产问题。通过近年来媒体屡屡报道企业安全事故我们不难看出，中小企业安全事故的发生不仅给企业带了了巨大的不必要的经济损失，同时也对企业员工人身安全造成了巨大的威胁和伤害。而造成这些安全事故发生的原因很多都是由于企业由于缺乏科学完善的管理体系，在面对突发的火灾及其他消防事故时无法及时的作出积极有效的应急措施，特别是国内相当一部分中小企业管理层过分关注企业生产投入，而由于缺乏消防安全管理意识，对企业消防安全投入极不重视，最终导致不可挽回的经济损失和消防事故的发生。
因此，本文以株洲市中小企业为具体研究的对象，针对株洲市中小企业消防安全投入保障问题进行较为深入的研究。通过调研，在总结出当前株洲市消防安全管理现状及存在问题的同时，针对株洲市中小企业消防安全投入保障问题及其原因进行了深入的剖析，并从政府的角度针对这些问题和原因给出了具体的改善意见措施。不仅确保在当前政府职能转变的关键时期发挥政府消防安全监管的主体作用，同时也为改善中小企业消防安全管理及其投入保障问题起到积极的作用。 [来源：http://www.doc163.com]

Abstract
As the number of small and medium-sized enterprises in China surged in recent years, due to the small and medium-sized enterprise management level, enterprise scale and economic strength, the core competitiveness of the market and other aspects of the existence of defects and caused the development of small and medium-sized enterprises are facing many problems, especially in recent years with the opening up of China's breadth and depth is more and more big, in the face of foreign enterprises competition at the same time, is also facing the impact of the reform of the domestic market economic structure. In this environment, the contradiction between development and enterprise development needs more and existing small and medium-sized enterprise production and management of the more prominent, one of the most important, must also solve the problem that the enterprise production safety problem. In recent years, the media repeatedly reported by the accident is not difficult to see that the occurrence of safety accidents of small and medium-sized enterprises not only to enterprises with unnecessary huge economic losses, but also caused a huge threat and damage to the employees' personal safety. The causes of these accidents are due to many enterprises because of the lack of scientific and perfect management system, in the face of the sudden fire and other fire accidents can not be timely to make positive and effective emergency measures, especially a considerable part of the domestic small and medium-sized enterprises management concern over the production investment, but due to the lack of awareness of fire safety management very, do not pay attention to the safety of enterprise investment in the fire, resulting in irreparable economic loss and the occurrence of fire accidents.

Therefore, this paper takes Zhuzhou small and medium-sized enterprises as the object of study, and conducts a more in-depth study on the fire safety investment guarantee of small and medium-sized enterprises in Zhuzhou. Through the investigation and study, summarized the current situation of the fire safety management of Zhuzhou city and the existing problems at the same time, aiming at the security problem and the reason of the fire safety of small and medium-sized enterprises in Zhuzhou city investment conducted in-depth analysis, and from the perspective of the government to solve these problems and give reasons for improvement measures. Not only ensure the main role of the government's fire safety supervision in the key period of the transformation of the current government functions, but also play a positive role in improving the fire safety management and investment protection of small and medium-sized enterprises.
