摘  要
农村集体户口人出于生产和生活需求利用农村土地用于建设的房屋等建筑物、构筑物,这样子的土地称为农村宅基地。对于宅基地调绘来说,目前宅基地的应当包含的范围没有法律上的明文规定,按照约定俗成的办法,宅基地包括居住用房以及辅助用房即厨房、牲口用房、厕所、仓库等。宅基地是村民的基础性具有福利无偿性质的保障。加强宅基地管理有利于推进新农村建设,有利于集约节约利用土地,有利于城乡一体化的推进和环境的保护,经济的发展。也与农民的生活水平提升呈正比例关系。自党的十八大开始,各次会议以及中央召开的农村工作、城镇化工作等重要会议提出了要求深入推进新农村建设,全深化农村改革的建设目标。
地籍测量和权属调查是宅基地确权登记和不动产统一登记的基础性工作[6]。本人在此文章中分析了六安市的宅基地现状,并从六安市的农村宅基地地籍测量和权属调查的生产实践出发,采用咨询,实地调查,查阅文献的方式,将宅基地调绘项目划分为权属调查,地籍测量,数据库建库阶段。针对六安市对各个阶段提出了若干在推进宅基地调绘工作中的问题。本文在权属调查中指界人违约缺席,权属人变更,房屋面积调查,宅基地的历史问题,面积超占一户多宅的问题;在地籍测量阶段发现GPS控制点埋石选点,地籍碎部测量困难问题;在数据库建库发现数据库现势性问题和属性数据库建设问题,针对上述问题,在技术方面,需要作业单位因地制宜,灵活应变,在保证数据有用。对于宅基地权属方面,需要保证调查结果的合法性,在工作上也需要政府通力合作,扫清调查障碍。同时同时也从宅基地调绘项目的三方参与者:行政单位,权属人,作业单位分别出发发现项目进行过程可能存在的问题,提出了当地政府需要加强宣传,提高村民权属意识,认真遴选作业单位,科学安排经费,积极解决交通措施的要求。本文就每个问题后都以查阅文献,参考国家与地方的法律与相关规范,网上调查,同时参考其他地区在宅基地项目上对同类问题的解决方法的方法提出了具体的解决措施,以供参考和经验的分享。

Survey and Mapping Project of Rural Homestead
Abstract
Rural collective household registrants use rural land for building and other buildings and structures for production and living needs. Such land is called Rural homestead. For the mapping of homestead, the scope of homestead should include no explicit provisions in law. According to the conventional method, homestead includes residential and auxiliary rooms, namely kitchen, livestock room, toilet, warehouse and so on. Homestead is the basic guarantee for villagers with the nature of welfare free. Strengthening homestead management is conducive to promoting the construction of new countryside, intensive and economical use of land, the promotion of urban-rural integration and environmental protection, and economic development. It is also positively proportional to the improvement of farmers'living standards. Since the 18th National Congress of the Communist Party of China (CPC), various meetings, as well as important meetings held by the central government on rural work and urbanization, have put forward the construction objectives of further promoting the construction of new countryside and deepening the rural reform.

Cadastral surveying and ownership investigation are the basic work for the registration of the right of homestead and the unified registration of real estate [6]. In this article, I analyzed the current situation of housing land in Luan city, and based on the production practice of rural housing land cadastral survey and ownership survey in Luan city, using the methods of consultation, field survey and literature review, divided the housing land survey project into ownership survey, cadastral survey and database construction stage. In view of the various stages of Lu'an City, some problems in promoting the homestead mapping work are put forward. In this paper, in the ownership investigation, the default of 
the referee, the change of the owner, the investigation of the housing area, the historical problem of the residential land, the problem of over-occupying one household and more houses; in the cadastral survey stage, it is found that the GPS control point is buried in the stones and difficult to measure the cadastral fragments; in the database construction, it is found that the current situation of the database and the problem of the construction of the attribute database. On the other hand, it is necessary for the operating units to adapt to local conditions, flexible and adaptable, in order to ensure the usefulness of data. For homestead ownership, we need to ensure the legitimacy of the results of the investigation, and also need the government to work together to clear up the obstacles to the investigation. At the same time, from the perspective of three participants: administrative unit, owner and operation unit, the author finds out the possible problems in the process of the project, and points out that the local government needs to strengthen propaganda, raise villagers'awareness of ownership, select operation units carefully, arrange funds scientifically, and actively solve the requirements of traffic measures. This article refers to the literature, national and local laws and relevant norms, on-line investigation, and refers to other areas in the Homestead Project Solutions to similar problems, and puts forward specific solutions for reference and experience sharing.
