乡镇公共体育设施建设主要是为广大乡镇村民服务的，满足广大乡镇村民参与体育活动、提高身体素质的需求，是建立社会主义和谐体育乡镇的必由之路,乡镇体育设施建设是社会体育事业的重要组成部分。在新形式背景下，社会经济发展重点逐渐从城市发展向农村发展转移，促进乡镇村民各方面得到全面发展，必须要根本解决乡镇的全民健身问题，而要解决乡镇的全民健身问题，必须要解决乡镇体育设施的建设问题，推动乡镇体育设施建设同各项社会事业同步发展。
本文主要采用问卷调查法、参与观察法、文献资料法和访谈法等多种研究方法,结合聊城市周边乡镇的实际情况，对新形式背景下聊城市周边乡镇体育设施建设现状进行系统调查，对发展状况进行细致分析。分析得出以下结论：一是聊城市对周边乡镇体育器材设施的建设的重视程度不断增加；二是公共体育设施的建设进度不断加快、安全程度不断提高，基本能满足群众日益增长的对于体育设施的需求，但仍有部分快要坏掉的体育设施未能尽快处理；三是群众对于健身器材的利用率及正确使用率不高，聊城市周边乡镇对于体育设施的维护和保养工作有待加强；四是群众对健身重要性的认识程度不断提高。

本文通过对聊城市周边乡镇体育设施的建设情况进行调查研究，掌握新形势下乡镇体育设施建设现状，分析聊城市周边乡镇体育设施发展现状，发现体育设施建设中可能出现的问题并得出结论，提出以下对策建议：完善聊城市周边乡镇体育设施相关组织机构；充分重视乡镇公共体育设施标准化工作；以“安全”为核心，不断提高乡镇体育设施安全程度；分级负责管理，做好体育设施的日常维护；各乡镇体育设施建设要因地制宜；引导乡镇居民形成齐抓共管的氛围。
